The Joker

The Joker is a supervillain and the archenemy of Batman. He was first introduced in Batman #1 (Spring 1940) and has remained consistently popular. The Joker is a master criminal with a clown-like appearance. Initially portrayed as a violent sociopath who murders people for his own amusement, the Joker later in the 1940s began to be written as a goofy trickster-thief. That characterization continued through the late-1950s and 1960s before the character became again depicted as a vicious, calculating and psychopathic killer. The Joker has been responsible for numerous tragedies in Batman's life, including the paralysis ofBarbara Gordon (Batgirl/Oracle) and the murders of Jason Todd (the second Robin) and Jim Gordon's second wife Sarah Essen.
Two-Face

Harvey Dent was Gotham City's district attorney, but after being scarred for life, moved to a life of crime. Dent was once one of Batman's strongest allies in Gotham City until a criminal threw acid into Dent's face, hideously scarring him. The wounds fractured his psyche, and he was reborn as a schizoid criminal mastermind, obsessed with duality. His former good luck charm, a "two-headed" silver dollar, was damaged on one side during the attack that ruined half his face, and Dent has seized on it as a reflection of his half-scarred visage. He flips it to decide the fates of his victims. Despite Batman's efforts to reform his former ally, Dent is consumed by his fixation on chance and his crimes are designed to prove out his diametric philosophy.
Hugo Strange

Hugo Strange had a bald misshapen head, complete with bushy eyebrows, coke-bottle glasses and a thick beard accenting his jaw. He is an insane psychologist and chemical genius who knows Batman's secret identity and lusts to take the identity for himself. Just as The Batman was familiar with him, Strange knew of his adversary long before they met. Cursing an underling for not killing him when he had the chance, Strange declared that "The Batman is the only man with the imagination to sense the exact nature of our plans." Strange had first gained fame in the world of psychology when he claimed to have fully analyzed the Dark Knight from afar. Strange would lend credence to his own claims by learning of Batman's true identity of Bruce Wayne. However, his hatred of Batman turned into more and more of a deranged obsession, using his medical expertise to hatch a series of bizarre plots based around genetics and mind control in order to defeat Batman and possibly take his place.
Mr Freeze
Confirmed during an interview with Mr. Freeze’s voice actor LeMarche; "Videogames is hard work, I'll say that, I've only done a handful, and I'm very lucky right now, I'm about to go in and do Mr. Freeze for Arkham Asylum 2."
Dr. Victor Fries (Fries is pronounced "freeze") was an accomplished scientist until a fateful accident at the lab. A brilliant cryogenicist whose beloved wife Nora was stricken with a fatal degenerative disease, he placed her in suspended animation while searching for a way to cure her. But the corporation that funded his research--and Nora's life--pulled the plug, triggering an accident that transformed Fries' body into a cold-blooded form that must always be kept below zero; at normal room temperature he will die. Wielding a number of freezing weapons, he wears protective armor in his quest to somehow bring back his wife and avenge her fate--which he partly holds Batman responsible for.
Harley Quinn

Dr. Harleen Francis Quinzel, also known as Harley Quinn, first appeared in the Batman: The Animated Series episode "Jokers Favor" (episode #022, original air date: September 11, 1992) where she served as a humorous female sidekick to the Joker. In her first appearances she was depicted as a character completely devoted to the Joker, totally oblivious to his psychotic nature and his obvious lack of affection for her - a characterization that has remained more or less consistent throughout her subsequent appearances. Her name is a play on the word 'harlequin'.
The Penguin
Not confirmed yet, but his Iceberg Lounge appearing in the trailer hints at his appearance.
The Penguin, one of Batman's oldest foes, is an eccentric criminal mastermind, known as much for his love of ornithology and trick umbrellas as for his already shady business dealings. Gotham City's popular Iceberg Lounge serves as Penguin's front for a number of illegal financial activities that fund much of the city's underworld. Despite his short stature, the Penguin is a wily foe whose umbrellas conceal a variety of deadly weapons and gadgets.
In most incarnations, The Penguin is a short, chubby man who wears a tuxedo, top hat, and monocle. A mobster-type criminal, he fancies himself a "gentleman of crime." Unlike most Batman villains, he does not theme his crimes around a psychotic obsession; his intelligence and aristocratic personality starkly contrast against demented Batman villains, such as The Joker. However, he recently became a mobster and nightclub owner who engages in more quiet criminal activity whom Batman tolerates as a source of criminal underworld information.
The Riddler

Known for his purple domino mask and green question mark-covered costume, either as a skintight catsuit or a business suit and bowler hat, the Riddler is obsessed with riddles, puzzles, and word games. He delights in forewarning police and Batman of his capers by sending them complex clues.
Like most Batman villains, the Riddler has become a darker, more three-dimensional character in recent years. Whereas he was once portrayed as a playful but sane criminal trickster, he is now the victim of an intense obsessive compulsion. This was first introduced in the 1965 issue of Batman (titled, "The Remarkable Ruse of The Riddler") in which he tried to refrain from leaving a riddle, but failed. This compulsion has been a recurring theme, albeit with a darker edge, as shown in a 1999 issue of Batman Gotham Adventures, in which he tried to commit a crime without leaving a riddle, but fails: "You don't understand. .. I really didn't want to leave you any clues. I really planned never to go back to Arkham Asylum. But I left you a clue anyway. So I... I have to go back there. Because I might need help. I... I might actually be crazy."
Talia Al Ghul
Actor Stana Katic, confirmed via her Twitter account she'll be voicing Talia al Ghul, daughter of Ra's al Ghul. "Just recorded a character voice on the next Batman videogame. Never did that before."
In her youth, Talia travels the world with her father learning and adapting his intellect and skills which she proves to be more competent than any of Ghul's other children. She excels to the point in managing his criminal and legitimate operations, that she is eventually appointed as Ghul's primary secondary despite the fact that Ghul considers women to be inheritantly inferior to men. Ghul is supportive of his daughter though has commented that if possible, he would correct "that sole failing" in his child suggesting that he fears any possible distortion of her through chemical or biological modifications despite his aversion to her as a woman.
Black Mask
Not confirmed yet, but his real name Sionis appears briefly in Joker’s hideout in the trailer.
Roman Sionis, a former business executive who originally hated Bruce Wayne rather than Batman, wears a black wooden mask and leads the cult-like society of False Facers. Black Mask eventually became a mob boss controlling large sections of Gotham City's criminal underworld. Following the suspicious death of his multi-millionaire parents, Sionis had inherited their fortune and went on to bankrupt their company. Saved by a buyout by Bruce Wayne, Sionis came to resent and hate Wayne. Fixated the concept of masks, Sionis carved one from his mother's black coffin and sought revenge; his ensuing battle with the Dark Knight caused his mask to be burned into his skin, remaking him as the Black Mask. Sionis is now a feared gang leader and one of the most powerful mob bosses in Gotham, with a burning hatred for Batman.
Victor Zsasz

Zsasz was the head of his own international company and had amassed a large personal fortune in addition to his family's wealth. At the age of 25 his parents died in a boating accident, sending him into a deep depression. He turned to gambling, losing money in competitions around the world. One night, he gradually squandered his entire fortune, ultimately betting everything he owned against the Penguin at a Gotham casino. "my body flushed with adrenaline. I'd never felt so excited. Surely, this was the ultimate rush." Zsasz lost; afterwards he saw that his life was empty, driven by desire, and there was no point to his existence.
Calendar Man

Julian Gregory Day, better known as Calander Man, is known for committing crimes that corresponded with holidays and significant dates. He often wears costumes to correlate with the date of the designated crime. Because his crimes are generally petty and often ridiculous in nature, he is notorious among both heroes and villains alike for being something of a joke. He has fought Batman and Robin on many occasions. Fixated on the calendar, Day often times and ties his crimes to certain holidays throughout the year. This often leads him to leaving clues by which he could be caught. Gotham City's hopes for a day off are often clouded by the knowledge that any holiday of note is likely to be shadowed by Calendar Man's presence.
